A cheaper offer can become expensive if it creates excessive stoppages, waste or fabric rejection.

    This guide explains how to define the yarn requirement, compare equivalent offers and qualify a production lot before authorizing bulk shipment. Procurement should own the sourcing process, with technical approval from the mill and import validation from its Bangladesh customs broker.

    Define the knitting requirement before requesting prices

    Start with the fabric specification and work backwards to the yarn. Single jersey, rib, interlock and fleece constructions can place different demands on count, strength, hairiness and running performance. Machine gauge alone is not a complete yarn specification.

    Specify construction, not just cotton content

    For combed yarn, ask for the offered construction and quality limits rather than accepting “combed hosiery yarn” as a sufficient description. Require suppliers to confirm fibre composition and any specific contamination-control requirements in writing.

    Request relevant quality measurements

    The technical lead should review:

    • Count and count variation: Evidence that yarn fineness remains within the agreed range.

    Verify classification and usable delivered cost

    When importing cotton yarn from India to Bangladesh, classification must follow the actual goods rather than the supplier’s shorthand description.

    Check the HS code for cotton yarn

    At the international heading level, the main distinctions include:

    • 5204: Cotton sewing thread, whether or not put up for retail sale.
    • 5205: Cotton yarn other than sewing thread, containing at least 85% cotton by weight, not put up for retail sale.
    • 5206: Cotton yarn other than sewing thread, containing less than 85% cotton by weight, not put up for retail sale.
    • 5207: Cotton yarn other than sewing thread, put up for retail sale.

    These headings are a starting point, not a classification decision. Blended yarn must also satisfy the applicable textile classification rules; containing some cotton does not automatically place it under heading 5206.

    Further classification can depend on characteristics such as count, combing and ply.     Calculate cost per usable kilogram

    Use this decision formula:

    Usable delivered cost = total attributable procurement and delivery cost ÷ usable yarn kilograms.

    The numerator should capture the purchase price, applicable freight, insurance, handling, clearance, inland transport, financing and non-recoverable taxes or charges.     Compare available land and sea options against the receiving mill’s location, shipment size, handling exposure and required arrival date. Do not assume that a particular crossing or port is eligible for the goods or the importer’s operating arrangements.

    Before purchase-order release, the forwarder should propose the route and handling plan.     Set clear purchase-release responsibilities

    Use three approval gates:

    1. Technical lead — before purchase commitment and shipment approval: Approve the specification and acceptance limits before commitment. Approve stock-lot trial results before purchase, or define a made-to-order qualification plan and approve the production lot before shipment. Retain reference samples and reports.
    2. Procurement — before signing the purchase order: Confirm stock reservation or the production schedule, quantity, packing, price validity, delivery terms and remedies for non-conforming goods. Record any remaining pre-shipment approval conditions.
    3. Customs broker — before order release: Validate classification, import requirements, documentation, proposed entry route and applicable charges; recheck relevant requirements before dispatch.

    The buyer releases the order only after the pre-order checks are complete. The purchase order should prohibit unapproved substitutions and define inspection timing, claim evidence, response deadlines and agreed replacement or credit procedures. Procurement should authorize dispatch only after the agreed pre-shipment conditions are met.

    At receipt, warehouse staff should record lot numbers, package condition and net-weight discrepancies before releasing stock to production. Keep lots identifiable and segregate suspect packages for technical review; procurement should notify the seller within the contractual claim period.
