Stainless Steel Sheet Suppliers in China: Sourcing 304 and 316L for UAE Buyers
28 Oct 2026 · 06:01 CET

Choosing stainless steel sheet suppliers in China requires more than comparing a grade label and a price per tonne. For UAE importers and fabricators, the purchase decision should connect the application to a precise specification, traceable material and a commercially comparable quotation.
A cheaper offer can become expensive if thickness is below the agreed tolerance, surface finish needs rework, or sheet dimensions generate excessive scrap. This guide uses a quote-comparison matrix to help procurement, engineering, quality and logistics teams resolve those risks before committing to an order.
Define the purchase specification before requesting prices
Engineering should approve the material specification before procurement issues the RFQ. “304 sheet, polished” is not sufficient: suppliers may interpret the standard, finish, thickness tolerance and protective film differently.
Include the following in the specification:
- Application and operating environment, including chemical or chloride exposure.
- Exact grade and applicable product standard, including the agreed edition.
- Nominal thickness, permitted thickness variation and measurement method.
- Width, length, dimensional tolerances, flatness and squareness requirements.
- Surface finish, acceptable appearance and any roughness requirement.
- Edge condition, cutting requirements and minimum usable dimensions.
- Quantity by size and grade, with permitted quantity tolerance.
- Protective film, packaging, identification and traceability requirements.
Standards such as ASTM A240/A240M or EN 10088-2 may be relevant, depending on the application. Engineering must select the appropriate specification and associated tolerance requirements rather than allowing each bidder to choose a different basis.
Select 304 or 316L for the application
304 is commonly used for general fabrication, architectural components and equipment where its corrosion resistance is suitable. 316L contains molybdenum, which generally improves resistance to chloride-related localized corrosion compared with 304. Its low carbon content helps reduce susceptibility to sensitization during welding; it does not eliminate all weld-related corrosion risks.
Neither grade is suitable for every UAE installation. Coastal exposure, cleaning chemicals, temperature, crevices and fabrication practices all matter. Engineering should approve the grade before RFQ issuance and assess demanding service conditions separately.
Do not assume different national grade designations are interchangeable. Require the exact designation and standard, and obtain written approval for any proposed substitution or dual-certified material.
How to compare stainless steel sheet suppliers in China
Compare every offer against one controlled specification. Mark missing information as “clarification required,” not compliant, and retain a written deviation register.
| Comparison factor | Require in every quotation | Buyer acceptance check | |---|---|---| | Grade and standard | Exact designation, product standard and edition | Engineering approves the specified grade or documented alternative | | Thickness tolerance | Nominal thickness, permitted range and applicable tolerance rules | QA confirms the inspection method and acceptance limits | | Surface finish | Finish designation, processing details, roughness if relevant and film type | Match an approved sample or agreed measurable criteria | | Usable dimensions | Width, length, tolerances, edge condition and cutting allowance | Fabrication checks nesting yield and minimum usable area | | Mill documentation | Required certificate type, producing mill and heat or lot references | QA checks linkage between documents, labels and supplied sheets | | Price and weight | Currency, unit and total price, actual or theoretical weight basis and calculation | Procurement recalculates all offers on a common basis | | Processing and packing | Cutting, polishing, film, pallets or cases, and included charges | Confirm the complete supply scope and transit protection | | Delivery | MOQ, stock status, lead time and named Incoterms 2020 port or place | Logistics checks shipment readiness and delivery responsibilities |
Use this matrix to compare offers for 304 and 316L separately. Combining grades or finishes into one average price can hide material differences.
Evaluate usable yield, not nominal tonnage alone
A sheet with unfavorable dimensions may produce fewer finished parts despite a competitive tonne price. Thin material near the permitted lower limit can also change the relationship between weight, area and fabrication requirements.
Ask fabrication to compare cost per accepted usable sheet, square metre or finished component alongside cost per tonne. Use the quoted dimensions, thickness and agreed weight basis; do not assume all suppliers calculate theoretical weight identically.
Verify Chinese mills, processors and stockists
Searches for stainless steel sheet manufacturers in China can return producers, service centres, stockists and trading companies. Each can be a valid sourcing route, but their responsibilities and capabilities differ.
Procurement should verify the following before supplier approval:
- Registered legal identity, business registration and authorized contracting entity.
- Whether the seller produces, processes, stocks or brokers the material.
- Producing mill identity and evidence supporting claimed supply relationships.
- Available stock, processing capability and realistic dispatch capacity.
- Contracting entity, invoice issuer and proposed payment beneficiary.
- Ability to maintain traceability through cutting, polishing and repacking.
An unfamiliar counterparty remains pending verification. A website, sample certificate or claimed mill relationship is not sufficient proof of stock ownership or delivery capability. Resolve unexplained differences between the contracting entity and payment beneficiary before approving payment arrangements.
Require heat-linked mill documentation
Specify the required mill test certificate content and certificate type. Where EN 10204 type 3.1 is required, state that explicitly; it is not the same as an independent third-party inspection report.
Request a representative certificate during qualification, then require certificates for the actual supplied material before dispatch. QA should check grade, standard, heat references, relevant test results and correspondence with package identification.
For cut sheets, require a traceability method that preserves the connection to the parent material. Resolve suspicious or inconsistent documents through an independently verified mill contact where feasible. QA should withhold release until material discrepancies are resolved.
Normalize the bulk stainless steel sheet price
A bulk stainless steel sheet price is comparable only when its scope is clear. Procurement should request itemized charges and normalize quotations to the same delivery and technical basis.
Check:
- Currency, price unit, total price and quotation validity.
- Actual versus theoretical invoicing weight and quantity tolerance.
- Cutting, polishing, film and packaging charges.
- MOQ by grade, thickness and finish.
- Stock availability versus production lead time.
- Export handling, freight, insurance and destination exclusions.
- Payment terms, bank charges and documentary conditions.
Estimate landed cost using the material price plus applicable processing, logistics, insurance, clearance, taxes and local delivery costs, without double-counting charges already included in the quoted delivery term. Keep recoverable taxes separate where appropriate, subject to finance advice. Identify provisional freight and customs inputs rather than presenting them as confirmed costs.
Use Incoterms correctly
State the rule, named port or place, and “Incoterms 2020.” FOB, CFR and CIF apply to sea or inland-waterway transport; risk transfers when goods are on board at the loading port. Under CFR and CIF, the seller pays freight to the named destination, but risk does not remain with the seller until arrival. CIF also requires the seller to arrange cargo insurance; logistics should check whether the required cover is adequate and agree any additional protection before contracting.
For containerized shipments handed to a carrier before vessel loading, logistics should assess whether FCA better matches the actual handover. Incoterms do not determine payment timing or ownership transfer.
Check the stainless steel sheet HS code and UAE requirements
Do not select a stainless steel sheet HS code from the grade alone. Classification depends on product characteristics, including width, thickness, rolling condition and processing.
At heading level, 7219 covers flat-rolled stainless steel products of a width of 600 mm or more; 7220 covers those below 600 mm. This distinction does not establish the final national tariff code for every product sold commercially as sheet.
Before order commitment, the UAE customs broker should confirm:
- The applicable national classification for the specified product.
- Current duties, taxes and any relevant trade measures.
- Importer registration and clearance arrangements.
- Origin evidence and applicable conformity requirements.
- Required invoice, packing list, transport and other supporting documents.
When planning stainless steel sheet imports into the UAE, provide the broker with the technical specification, origin and intended use. Ask for a written assessment rather than relying solely on a supplier's export code. Seek a customs ruling where classification remains uncertain.
Agree inspection and acceptance before production or dispatch
Buyer QA and the agreed independent inspector should define the inspection plan before production starts, or before releasing stock for dispatch. Name the inspection provider and state sampling, methods, acceptance limits and the process for rejected material.
Practical inspection checklist
- Verify sheet quantities, identification and certificate linkage.
- Measure thickness at agreed locations with calibrated equipment.
- Check dimensions, flatness, squareness and edge quality.
- Inspect scratches, dents, staining, finish consistency and film condition.
- Confirm packaging protection and segregation between grades and lots.
- Perform agreed composition or other testing where required.
- Record nonconformities and obtain buyer disposition before release.
Portable XRF can help screen alloy composition, but typical handheld XRF cannot verify the low carbon content that distinguishes an L grade. Where carbon verification is required, QA must specify a suitable validated method, laboratory and sampling plan.
An inspector's attendance alone is not acceptance. The contract should identify the required report, release authority, claims procedure and remedies for nonconforming goods.
Issue a purchase-ready RFQ
Procurement should issue one controlled RFQ containing the approved specification, comparison matrix and document requirements. Include the reference, date, authorized issuer, quote deadline, quantity and unit, requested origin, shipment windows, partial-shipment conditions, packaging, named delivery term, loading and destination ports where applicable, payment proposal and requested quotation validity.
Identify the buyer and prospective seller accurately, marking unverified details as pending verification. Require suppliers to declare deviations explicitly and submit a grade-by-grade, size-by-size schedule showing unit and total prices, currency, capacity, lead time and supporting technical documents.
If proposing an irrevocable LC at sight, finance should confirm bank acceptability and documentary conditions before commitment. Payment is against complying documents, not automatically against vessel arrival or satisfactory goods quality.
Before signing, assign final checks: engineering closes technical deviations; QA approves inspection and traceability; logistics and the broker confirm delivery and import assumptions; finance verifies payment arrangements; procurement verifies both parties' legal identity and signing authority and consolidates the agreed contract. An RFQ requests a quotation; it is not a concluded supply contract.
FAQ
Is 316L always better than 304 for UAE projects?
No. 316L generally offers better resistance to chloride-related localized corrosion, but selection depends on exposure, temperature, fabrication and maintenance. Engineering should approve the grade for the actual application.
Can I compare suppliers using price per tonne alone?
No. Normalize grade, thickness tolerance, finish, usable dimensions, weight basis, processing, packaging and delivery scope. Compare usable yield and estimated landed cost as well as tonne price.
Does a mill certificate prove the delivered sheets comply?
Not by itself. The certificate must relate to the supplied material through reliable traceability, and its results must meet the agreed specification. Inspection and testing should address identified risks.
Which HS heading applies to stainless steel sheet?
Heading 7219 covers flat-rolled stainless steel products at least 600 mm wide; heading 7220 covers those below 600 mm. A UAE customs broker should confirm the final national code using the complete product specification before commitment.
